LACA environment issues for 2015 State Election candidates
Do YOU share our concerns for a healthy environment? What actions are you propared to carry out to help achieve a better environmental outcome than "business as usual" ? Do Queenslanders and you want to be in the "coal business"? or are other mattters of greater significance?
The Logan and Albert Conservation Association (LACA) has campaigned for better environmental policies and outcomes in the Logan and Scenic Rim areas for more than a quarter of a century.
LACA is putting forward the following key environmental issues for consideration by all local candidates in the forthcoming State election:
1 LACA calls upon all candidates to commit to genuine measures to protect the Great Barrier Reef as a priority.
2 LACA asks all candidates to commit to abandoning the privatisation of essential public assets such as electricity and water supply and support the uptake of renewable energy including home solar and battery storage.
3 LACA requests all candidates to commit to abandoning the use of offsetting as an ‘environmental’ outcome of development. [LACA views offsets as a façade policy designed to create the appearance of something being done for Koalas. Rather than provide secure habitat for Koalas it facilitates the rapid removal of essential habitat throughout this region, with the vague promise of planting some trees elsewhere.]
4 LACA seeks commitments from all candidates to a return to the former declarable donation level of $1000 which provided greater transparency around Government decisions which affect the environment.
LACA wishes to place on record its anger that the democratic process in Queensland has been treated with such disdain - the 25 day campaign during holiday season giving insufficient time to debate issues.
Expanding on each issue
The Great Barrier Reef: Many people in the Logan and Scenic Rim communities regard the Great Barrier Reef as Queensland’s greatest natural treasure. LACA is particularly concerned that the Premier’s early election call may be a signal that actions such as dredging and shipping on the Reef are about to increase in intensity, and this may lead to UNESCO declaring the Great Barrier Reef a ‘World Heritage Area in danger’ under the Premier’s watch. LACA does not support the Government’s Long term Sustainability Plan for the Reef because it proposes weak remedial measures and fails to include any action to halt greenhouse gas emissions, which are one of the most serious threats to the reef. Given the boom and bust nature of mining, people are quite aware that many more sustainable jobs are created by tourism around a healthy reef than by coal mining.LACA calls upon all candidates to commit to genuine measures to protect the Great Barrier Reef as a priority.
Electricity/solar: People in Logan and the Scenic Rim love their roof-top solar and many are keenly awaiting the opportunity to invest in the emerging battery storage technologies. However, they have expressed concern to LACA that while over-investment by the Government’s own power companies has already increased usage charges to consumers by more than 50%, they believe that, following the election, mandatory fixed charges for electricity supply will be raised to dissuade people from investing further in solar, thereby ensuring an attractive, ongoing market for prospective foreign investors when the Government privatises its energy assets. LACA asks all candidates to commit to abandoning the privatisation of essential public assets such as electricity and water supply and support the uptake of renewable energy including home solar and battery storage.
Koala and offsets: LACA is very concerned that the Newman Government’s rollback of vegetation management laws has seriously set back any effort to protect the Koala in this region. LACA seeks candidates’ commitments to restoring vegetation management laws, at least to their former level, if Koalas are to have any long term chance of survival in the Logan and Scenic Rim regions. Also, the current Government’s offset policy does not stand up to any logical analysis. LACA views offsets as a façade policy designed to create the appearance of something being done for Koalas. Rather than provide secure habitat for Koalas it facilitates the rapid removal of essential habitat throughout this region, with the vague promise of planting some trees elsewhere. LACA requests all candidates to commit to abandoning the use of offsetting as an ‘environmental’ outcome of development.
Donations transparency: People we have talked to in the Logan and Scenic Rim communities have expressed concern about the Government’s secrecy around donations after the Newman Government increased the declarable donation amount from $1000 to $12,800. LACA believes large political donations can have a huge influence on how the environment is treated. The environment movement in Logan and the Scenic Rim would like to see Campbell Newman reverse the LNP policy to match the Labor and Greens donation declaration policy which is set at $1000. This way the public will be able to see exactly how much corporations are funding the LNP and whether this influences the Government’s decision-making. LACA seeks commitments from all candidates to a return to the former declarable donation level of $1000 which provided greater transparency around Government decisions which affect the environment.
Democracy:In the History of this State no Queensland premier has ever called a snap election to be held before the end of January. LACA members are angered by the prospect of a short, 25 day campaign, called during the holiday season, which they see as clearly designed to provide little opportunity for voters to get their questions answered. It appears to LACA members, and we believe, members of the community generally, that democracy has been treated by the Premier as a nuisance which is to be brushed out of the way quickly, while everyone is preoccupied with holidays, kids and back to school. LACA wishes to place on record its anger that the democratic process in Queensland has been treated with such disdain.

This time next year should be subject to all approvals being met by conditions imposed by federal compliance agencies for EBPC Act. Because LACA Logan and Albert Conservation Association communicates our concerns to federal agencies wherever matters of national significance are concerned ie quolls and more recently koalas, Energex is aware that they are required to refer the matter to the department.

TIME FOR COMMENT IS ONLY 10 DAYS so we need to make sure we can submit on time.
This being so I am concerned about the minister's statement that
'Energex would begin preliminary works before the end of the year, with the project expected to be completed toward the end of 2014.' Possibly refers to obtaining land from landowners. No Christmas cheer there!
Having this happen over Christmas period also challenges us to be aware of opportunity to put in submissions.
What is the Park Ridge Connector (PRC) and why the discord?
In summary, the PRC Motorway is a Queensland State government initiative, supported by the Logan City Council (LCC) to build a 6 lane (100 metre wide) extension to the Logan Motorway south from Wembley Road (Berrinba) to Granger Road (Park Ridge south) with future extensions planned to the area north of Camp Cable Road, Jimboomba. The primary function of this motorway is for long distance freight from the Logan Motorway through to Bromelton.

This whole process is irresponsible planning - as has been shown to be the case with ENERGEX and their proposal to duplicate power lines and build towers on flood prone land. An independant report commissioned by the Minister for Energy has not supported the current ENERGEX proposal. We await the ministers decision on this project
A TRANSPORT AND MAIN ROADS "investigation / consultation" that fails to look at the use of public transport and cycleways for daily mobility - not just recreational riding is deficient to say the least.
There is growing awareness globally - very slowly at local levels - of the value of intact functioning healthy ecosystems - biodiversity infrastructure is a term LACA has coined. Globally nations are recognising the natural capital of the planet and universities such as Yale are delivering programs to students and others, making full content available online. The Economics of Ecosystems and Biodiversity (TEEB) presents the foundations of valuation of ecosystem services, dynamic interactions of people and ecosystems and their impacts on local communities, sub-national and national policy and international agreements.
The potential and almost certain loss of several local native species should the PRC project proceed has an unimaginable cost - financial and otherwise s we humans do not yet fully understand the interconnected nature of all living species. Life as we know it depends upon all the invisible micro organisms are part of life's cycle.

NO PRC PEACEFUL PROTEST

The purpose of the meeting /protest is to
- protest to the lack of democratic process in the consultation process used to date by Main Roads
- highlight the values at risk for the community and the environment
The No Park Ridge Connector Group believes there is no viable corridor.
This matter is the modern day version of the Daisy Hill Koala Tollway dispute that overturned the Wayne Goss labour Government in the 1990s.
This Gateway-Motorway extension is proposed to be a heavy freight route 100 metres wide and 8 km long at 110 km per hour from Logan Motorway at Browns Plains to Granger Rd at Munruben (first proposed section), but then will eventaully be extended south to Chambers Flat, over the Logan River, south to Stockleigh and Jimboomba.
This proposed 6 lane route with the 10 lane upgrade of the Mt LIndesay Highway and a possible future road widening of Chambers Flat Rd to 4 lanes will mean 20 north to south lanes and 3 motorway, highways and major arterial routes running north to south in a 6 km wide ban from Browns Plains to the Logan River.

Main Roads is proposing an 8 km corridor to be approximately 100 metres wide and it is proposed to initially be a heavy freight route that may extend from the Logan Motorway to Granger Rd at present. The current options out for consultation include future provisions to extend to Chambers Flat and further south.

R.O.T.A. has asked Santa to reshedule his visit to

COAL AND COAL SEAM GAS INDUSTRY ARE PUBLIC ENEMIES NUMBER ONE WITH REGARD TO HUMAN AND ANIMAL HEALTH AND WELLBEING.
Carabella Resources Limited’s (www.carabellaresources.com.au/Projects/BarneyViewAndMaroon ) plans to commence coal exploration in the scenic Mt Barney valley at Barney View in 2011 have been exposed this week. Local residents and council were caught completely unaware of the impending plans of this profit-driven shareholder company, who’s ultimate aim is to exploit the finite natural resources of The Scenic Rim.
The planned coal exploration and coal mine is adjacent to World Heritage-listed Mt Barney National Park, and is a designated “National Landscape” and is called “Australia’s Green Cauldron” (this is a Parks Australia and Tourism Australia project ) http://www.australia.com/campaigns/nationallandscapes/AustraliasGreenCauldron.htm
Innes Larkin, owner/operator of Mt Barney Lodge said “Carabella Resources Ltd is planning to explore and potentially mine coal in a region of national significance, it has been listed as the third most biodiverse region in Australia. We intend on sending a clear message to the State Government to protect our shared environmental assets and halt coal exploration immediately”.

Logan residents are not happy to see a rushed consultation process for a major freight motorway / tollway which would - if ever built as being proposed by a very flexible "corridor of interest" dissect an undervalued landscape into a jigsaw of land patches criss-crossed by roads.

ADJACENT TO JERRY'S DOWNFALL AND FLESSER RD RESERVE ARE LARGE PARCELS OF RURAL RESIDENTIAL PROPERTIES WHERE WILDLIFE ROAM FREELY - where local residents drive carefully to respect the resident wildfife.
To contemplate a section of a major motorway and network of roads connecting to it without knowing - or telling us - where the freight road will start does not demonstrate good planning. There is another community to the north in Drewvale who are oblivious to this consultation process - or have not yet been consulted by the TMR team.

LACA BELIEVES THAT INSUFFICIENCT BACKGROUND STUDIES HAVE BEEN DONE TO VALIDATE ANY CORRIDOR AND ALSO THAT COMMUNITY HAVE NOT BEEN PROVIDED WITH SUFFICIENT INFORMATION TO MAKE AN INFORMED DECISION. To suggest the validity of a corridor just because it has no direct impact on your particular property is environmentally unethical.
The environmental groups which met in addition to Community Reference Stakeholder Group to input into this process do not believe there is a viable corridor. Marking a line on a map now to build a road when funds are available just before a state election and local council elections is not indicative of good governance. This community of affected and concerned citizens expects better governance and a demonstration of openness, integrity and transparency.

This powerful owl - captured on camera in Karawatha Forest this week - has bitten the head off the possum. The owl is a top predator in the proposed 'corridor of interest' and ranges over a large area. To survive he needs large intact bushland where his prey live and breed. Thus the survival of the owl depends on the possum which needs old growth trees with hollows. We need to protect corridors for wildlife rather than corridors for roads.
An African peasant farmer has managed what so many others failed to do: transform the lives of thousands of people by making the desert bloom again. Discover the untold story of Yacouba Sawadogo, an illiterate African farmer who battled for two decades with nature and man to become a pioneer in the fight against desertification. Perfectly pitched cinematography engages beautifully with a story that will leave you moved and inspired.
Yacouba resurrected an ancient planting technique known as "zai," using traditional planting pits. He hacked into the hard-baked earth and filled the pits with compost. In the region, tens of thousands of hectares of land that was completely unproductive have been made fertile again. Yacouba has reversed the process of desertification in the deforested and drought-ridden Sahel, a belt up to 1,000km wide, spanning Africa from the Atlantic Ocean to the Red Sea.
This story is a reminder that determined individuals can at least slow down the steamroller of environmental destruction across the planet.
Using, and then enhancing, traditional "zai" techniques for restoring degraded land, which involve planting seeds directly into pits that have been enhanced with small handfuls of composted dung, Yacouba Sawadogo has spent over a quarter century experimenting with his soils, and then teaching his fellow farmers, resulting in the successful rehabilitation of farmland, the regrowth of forests, and attention from international media and non-profit organizations who wanted to learn more about Sawadogo's techniques.

Coal Exploration and Mining at Barney View
Beaudesert Times journalist Gary Corbett broke the news on Wednesday last week, that Coal Mining is headed to the Mt Barney region. Carabella Resources Limited is cashed up and they already have State Government Mining Licences to allow Coal exploration within the next few months at Barney View, Maroon, and the western Boonah-Rathdowney Road corridor. If this proves to be worthwhile, mining is the next step.

This is of great concern to the environment, farming, tourism, local businesses, reisdents who value the rural charm and values of their chosen lifestyle, and those who live near road corridors. A preliminerary community meeting will be held at Mt Barney Lodge (15 minutes from Rathdowney) which is at the southern end of the investigation area. It will be held at 2pm on Friday 18th February.

World Heritage listed Mount Barney National Park values are threatened by incompatible continued mining of fossil fuel. Many local businesses supported Queensland's Carbon Diet to reduce our greenhouse gas output. Granting of such licences is beyond belief with our current knowledge and understanding of the global state ot the environment.
